Biographical Note/Historical Note +/-Dr. Helmut Phillip Hofmann assumed his duties as Academic Vice-president of Weber State College in July of 1967 and brought to the college many years of successful teaching, research, and administrative experience. Born in Heidelberg, Germany, in 1926, Dr. Hofmann completed his education at the Mannheim Teacher Training College earning a B.A. in 1947. Following two years of teaching experience in Germany he was awarded a Rockefeller Fellowship for advanced studies at the University of Maryland in 1949 and 1950. Shortly thereafter, Dr. Hofmann accepted a position as director of Psychological Services in the Mannheim school in Germany and while still in that country completed a doctorate in Psychology at the University of Heidelberg. In 1955 Dr. Hofmann immigrated to the United State where he worked as research coordinator for Merrill Palmer Institute and as the director of the Child Development Research Program at the Henry Ford Museum in Michigan. During this period he also served as part-time instructor at Wayne State University and at the University of Michigan. In 1962, Dr. Hofmann came to Utah State University to head the newly created Department of Special Education and developed the program into one of nationally recognized quality. While at Utah State he also served as Department Chairman in Psychology. He was selected to serve as Academic Vice-president of Weber State College in 1967. During his entire career, Dr. Hofmann has been active in professional and civic affairs. While at Weber State College he served as consultant to the National Upward Bound program; consultant to the Bureau of the Handicapped for the U. S. Office of Education, chairman of the advisory board of the Utah State Industrial School, director of the Ogden City Chamber of Commerce; Vice-president of the Citizens Planning Committee for urban development; director of the United Fund, and was active in several national professional organizations. Contributions to the state educational system have been extensive and include service as director of the faculty section for the Utah Master Plan for Higher Education from 1967-1968, as well as a consultant to the Utah State Board of Education on a number of occasions. His numerous publications in various American and European professional journals attest to his skills as a researcher and administrator. By 1967 Weber State College had entered a period of unprecedented growth both in terms of student enrollments and expansion of physical facilities. The evolution of this new college environment led to the reorganization of the administrative structure of the college and the creation of three vice presidential positions: Academic Vice-president, Administrative Vice-president, and Business Vice-president. These officers assumed functions that had previously been performed largely by the Dean of Faculty and the President. It was generally intended that the new structure would provide greater flexibility in meeting the administrative and academic needs of the college in a rapidly changing educational environment. At the time the Academic Vice-president was generally charged with responsibility for developing academic programs at Weber State College and serving as an advisor to the president on all matters dealing with curriculum and academic programming. Specifically, this included responsibilities for faculty development and hiring, curriculum development, and coordination of research and development activities. Reporting directly to the Academic Vice-President were the deans of the academic schools, and the directors of the Library, Learning Resources Center, Division of Continuing Education, Instructional Development, and Research and Development Office. Most of these officers had previously reported directly to the president. The Academic Vice-president also served as a member of the President’s Council, the Administrative Council, and the Academic Council, the three most important internal policy making bodies at Weber State College. Additional responsibilities included acting as liaison to the State Board of Higher Education and the State Board of Education on matters relating to curriculum development. Late in 1972 a sweeping administrative reorganization occurred that substantially altered the function of the office of the Academic Vice-President. Vice-president for Research and Development was created and assumed part of the responsibilities of the office of Academic Research and retained related activities that had been under purview of the Academic Vice-president. Other functions formerly carried out by the Academic Vice-president and subordinates were placed under the administration of the Vice-president for Academic Operations – specifically those responsibilities that involved student recruitment, advisement, and special services. This position eventually evolved again into that of Vice-president for Academic Affairs, but with slightly altered functions. An assistant to the president for Academic Development was appointed with responsibilities for improving teaching effectiveness through application of new instructional methodologies. Content Description +/-With the creation of a new level of administration at Weber State College – the addition of three Vice-presidents to replace Dean of Faculty and other offices – a new phase of general and administrative development began to take shape. The office of Academic Vice-president, being one of the new offices created was given general responsibility for development of the academic program at the college and reported directly to the president. The specific duties and responsibilities of the office are clearly reflected in the records themselves and included development of all academic policies in relation to faculty improvement and selection, curriculum development and innovation, research and grant funding activities, and day-to-day application of academic standards at the department level. Interaction with Utah State educational authorities in areas of curriculum and organizational development reflects the intimate involvement of the Academic Vice-president in representing Weber State College to governmental agencies. The arrangement used in the collection follows the scheme used by Dr. Hofmann’s office and is basically alphabetical, modified by organizational structure. Parallel sets of files exist in each academic year from 1967/68 – 1971/72 for most subjects and offices. With a few minor exceptions, the period covered by the records ends abruptly in December, 1972, shortly after Dr. Hofmann’s appointment as Vice-president for Research and Development. He held this position for seven months and those records found in the collection documenting the activities of this period have been removed and placed in another record group. According to the filling system used, each major administrative office with a director or dean reporting directly to the Academic Vice-president merited a separate filing series under which records relative to all subordinate units are also filed. As an example, the records of the Sociology Department are filed under “A” for the College of Arts, Letters and Sciences, along with files of the other departments in the school, and are not filed under “S” for Sociology Department as would normally have been the case in a strict alphabetical filing system. The key to arrangement is to determine which offices reported directly to the Academic Vice-president and which offices reported to an intermediate authority. Occasionally, the system was not followed consistently from year to year particularly in the case of the files of the Assistant Deans in the School of Arts, Letters and Sciences. These offices have independent filing units under the type of program that they administered. The Division of Health Occupations is an exception. Dr. Hofmann maintained separate files for this division from the beginning because he anticipated the emergence of this unit as a separate and independent school in 1968. This did not occur until 1971 and so much of the departmental material is filed with the departments in the school of Art, Letters and Sciences and not under “Medically Allied Sciences” where the administrative materials are found. The hew subject headings used as main headings either reflect the outside interests of Dr. Hofmann of include records of offices that were too small to warrant a separate file unit. Much of this information usually filed in the “miscellaneous” files is of peripheral interest to college affairs. Extensive refilling was necessary to restore original order in large portions of the collection. Files from academic year 1971/72 through fall, 72, in particular were in complete disarray. They were reconstructed as carefully as possible. Actual file division is by type of record where feasible within the alphabetical/hierarchical structure of the file system. Correspondence is followed by Administrative papers (a designation that serves to collect miscellaneous types of documents found in individual subject files under one heading). Where separate types of materials bulk large enough, they have been separated into folders and filed alphabetically by type within the file division. The most common types of materials include correspondence, applications, curriculum and research proposals, or administrative minutes and statistical tables and schedules relating to administrative or budget matters. Correspondence includes a wide variety of subjects dealing with day-to-day administration of academic programs and policies. Included also are letters between officials in subordinate units not specifically directed to Dr. Hofmann. Taken as a whole, the correspondence portrays the decision making process at Weber State College, particularly at the lower and middle administrative levels. Explanations of key policy decisions can be found here also. A unique series of correspondence entitled “Faculty Employment Inquiries” contains letters and applications from job seekers. Reflected in the correspondence are also aspects of Dr. Hofmann’s philosophy that significantly affected that direction and teaching climate at the college. His insistence upon a highly educated and constantly improving facility is well documented. Applications are mostly for travel, reduced teaching loads and other routine activities for which the Academic Vice-president made final decisions. Curriculum and research proposals highlight the interests of the faculty and in part are a reflection of the types of grant funds available and the types of programs being developed at the school. New programs in Ethnic Studies, the medical science, and the growth of these programs are well documented here as well as in the correspondence. Reports are generally of two types: research activities carried on by individuals as part of a college assignment and those of the administrative or housekeeping type. Many of the research activities support academic programs or curriculum development activities. These and many of the other papers in this collection are often photo static reproductions. About fifty percent of the materials are in typescript. Dr. Hofmann required that departmental minutes by kept and sent to his office. Most department chairmen complied but a few gaps exist. Most conspicuous in their absence are complete runs of minutes from various administrative councils and committees on which Dr. Hofmann served. In many cases the agenda are all that remain. The statistics and miscellaneous schedules and rosters report mostly information of administrative value, but interesting comparison in various fields with other Utah educational institutions as well as numerous budget and financial sheets give valuable perspective on the operations and problems of the Utah System of Higher Education. Other schedules list comparisons of tenured and ranked faculty or make interdepartmental comparisons of various types on a variety of subjects. The interrelationships of the different file series is often complex. Usually materials were filed by office of origin unless a higher administrative unit considered a certain problem, in which case all related materials found their way into these files. This particular methodology is strongly visible in the records of the State Board of Higher Education and other state and federal government files. Searching the government files and vice-versa will often uncover related materials. These state files do contain much information of value to those interested in curriculum and program development as well as state educational funding practices and system development. Absent from the files in addition to the minutes previously mentioned are any materials that relate specifically to the selection and the replacement of President William P. Miller in 1972. Absent also are many published reports, periodicals, etc. that were removed and sent to the Acquisitions Department of the Stewart Library for disposal. Correspondence from the science departments in 1971/72 is also missing. A few reports were retained to fill gaps in the holdings of the college archives.
