Dear Al:
This is to confirm our conversation of yesterday in reference to your preparing a memo on Mexico.
Utah's objective in entering Mexico would be a large, open-pit copper mine with reserves in excess of 100 million tons. The grade, of course, is unknown at this time. However, since La Caridad feasibility is premised on 0.77% grade, perhaps we could live with same.
Your assignment is to prepare a time schedule, by years, setting out in some detail the logical steps and procedures required in setting up a Mexicanized office. We accept the fact that this might take a year or two. Please include in your memo comments on the various government offices we would be dealing with, legal counsel, tax guidelines, administrative organization and geological staff.
To the extent possible, we would employ Mexican Nationals. However, for the first year or two, no doubt an American with long experience in Mexico and negotiating talents should prove helpful. After pre-paring the time schedule and per our discussion, we would assign an approximate dollar figure for each item.
